Prior to Ministry of foreign affairs UAE attestation, the document has to be attested by a notary or ministry of education in Thailand, Ministry of Foreign Affairs in Thailand and UAE Embassy in Thailand.

*If any embassy or consulate in a particular country is not operational, the document would be directed to the nearest government body, which has the jurisdiction over that country for attestation or an Apostille
